If you mean by insider buying information — Are the officers and directors of the company buying or selling their shares, then yes there are web sites that provide this information.
One I use is http://moneycentral.msn.com/investor/invsub/insider/trans.asp?Symbol=xxx The "xxx" being the symbol for whatever stock you are checking out.
Um…no for two reasons. First, using insider information to buy and sell stocks is illegal. Second, once that information is published, it would technically no longer be insider information, since everyone would have access to it and you would lose the advantage.
